From regulation to strategy: how Data Valley supports organisations in the European digital framework

AI Act, Digital Services Act, Data Act, data governance, data spaces, smart cities, AI and intellectual property. The rules shaping the European digital economy are multiplying and increasingly overlap. Data Valley Consulting helps organisations turn them into concrete choices.
In just a few years the European Union has built a dense regulatory framework for data, platforms and artificial intelligence. For companies and public administrations, the challenge is no longer only to understand each regulation. It is to manage them together: one product, one service or one project can fall under several rules at once.
Data Valley Consulting brings together lawyers, researchers, data scientists and engineers to support organisations across this framework, from the first assessment to day-to-day implementation.
AI Act
The AI Act is entering its operational phase. AI literacy and transparency obligations already apply, the first harmonised standard (EN 18286 on quality management) has been published, and the obligations for high-risk systems will apply from 2 December 2027 and 2 August 2028.
We support organisations in:
• mapping and classifying AI systems and identifying their role as provider or deployer;
• gap analysis and compliance roadmaps for high-risk systems;
• AI governance, AI literacy programmes and internal policies on the use of AI;
• transparency obligations for chatbots and AI-generated content.
Digital Services Act
Content moderation has become a governance process. Almost 30% of appealed moderation decisions in the EU are reversed. Platforms and marketplaces must be able to show that their decisions are based on clear rules, explained and reviewable.
We support:
• the definition of applicable obligations according to the type of service;
• terms and conditions, notice-and-action procedures and statements of reasons;
• internal complaint systems and transparency reporting;
• governance and measurement of moderation.
Data Act
The Data Act gives users access to the data generated by connected products. Since 12 September 2026, new products must be designed to make that data accessible. From 12 January 2027, switching charges between cloud providers will be prohibited.
We support manufacturers, service providers and users in:
• mapping product and service data and the related access rights;
• data-sharing contracts, the protection of trade secrets and unfair terms;
• cloud switching and exit plans.
Data governance
Data are an asset only if they are governed. We help organisations define roles, policies and processes for the responsible use of data, in line with the GDPR and the Data Governance Act. This includes data sharing agreements, anonymisation and privacy-enhancing technologies such as synthetic data.
Data spaces
Common European data spaces, from the European Health Data Space to mobility, energy and agriculture, are changing how data are shared between organisations. We support participants and promoters in governance models, participation rules, contractual frameworks and compliance, and in accessing EU funding programmes.
Smart cities
Cities generate large amounts of data and increasingly use AI in public services. We support public administrations and their partners in the use and reuse of urban data, in the responsible adoption of AI in public services, and in balancing innovation, data protection and public trust.
AI and intellectual property
Generative AI raises new questions for creators and companies:
• Can protected content be used to train models?
• Who owns the outputs?
• How can licensing be managed?
We support organisations in:
• copyright policies and text and data mining opt-outs;
• the copyright obligations of general-purpose AI model providers under the AI Act;
• licensing and data contracts;
• the protection of trade secrets and know-how.
Our approach
Three elements distinguish how we work:
• An integrated view. Legal, technical and strategic expertise in the same team, so that compliance becomes part of product and service design.
• Research and practice. A constant connection with universities, research centres and European projects, to follow regulatory developments as they happen.
• From rules to action. Roadmaps, policies, contracts and procedures that organisations can actually use.
